It's a five-year deal worth just under $120 million, per sources.
Wheeler, 29, spent five seasons with the New York Mets and finished 11-8 with a 3.96 ERA in 31 starts last season. He was a first-round draft pick in 2009.
Wheeler missed the 2015 and 2016 seasons after dealing with arm injuries, including Tommy John surgery to repair a torn UCL.
The addition of Wheeler broke just hours after learning the Atlanta Braves inked former Philadelphia ace Cole Hamels to a one-year deal worth $18 million.
Wheeler has a 3.77 career ERA over 126 career starts.
